Engineering and Design Manager

Bailey has 17 years of experience in civil and environmental engineering and more than a decade focused on stream, wetland, and ecosystem restoration. She leads RES’ Mid-Atlantic design and engineering team, overseeing the planning, design, permitting, and implementation of restoration and mitigation projects across Virginia and Maryland.

As a licensed Professional Engineer in both Virginia and Maryland, Bailey has served as engineer of record and technical manager for a wide range of projects involving stream and wetland restoration, hydrologic and hydraulic modeling, erosion and sediment control, and stormwater management. Her work spans public and private sector initiatives, including mitigation banking, watershed restoration, utility protection, and water quality improvement projects.

Bailey has guided projects from initial concept through construction and closeout, coordinating multidisciplinary teams, regulatory agencies, contractors, and community stakeholders to deliver successful outcomes. Her experience also includes construction oversight, project estimating, and management of multimillion-dollar project budgets.

Bailey has supervised construction of major facilities that incorporated low-impact development practices such as green roofs and permeable paving systems, experience that contributed to earning her LEED BD+C credential. She is trained in Rosgen stream restoration methodologies and remains focused on advancing practical, science-based solutions that improve watershed health and ecological function.
